Okay so I have been Googling this question for the better part of an hour. Is there any possible way to do the RGH without a 30 dollar chip?

I mean they didn't just assemble a chip and go Oh this will make something similar to a JTAG...

actually there are chips that are $20.00 that work and there is blueprints all over the internet on how to make your own but if you have no knowledge in that stuff or soldering skills then your best bet to leave it to someone that can do it.

Hey, honestly buying one would be the right choice. Timing is a major role in the chip. If the timing isn't set near perfect your console will not boot.

If you really were interested in making your own though, I would suggest checking this out.
