I can not seem to find an exact answer, but what I have found is that an external hdd formatted to fat32 can be used to listen to stored music or video. My question is, can it be used to store (game saves). My kids lost the memory card that we purchased a while back and I am tired of starting all over when playing the games . Is their a way to mimic the memory card that we got for xbox 360? Either using a flash drive or external hdd?

ok, yes you can use a EXTERNAL HDD to store your movies and music, pictures but you CANNOT use it for GAMESAVES.
THE USB ports on the 360 do not allow you to write to a EXTERNAL DEVICE of any kind. You will need to use a HDD for gamesaves or a officail memory card unit, sorry.

I wish you could use external devices.. I lost heaps of my gamesaves too..
In 2010-04-06 there will be a new update for the Xbox 360 that will allow you to save Xbox 360 Content to your USB stick. There is no version number but the description of the update is "Allows USB flash drives to be used for storing profiles, game saves, demos and more up to 16 GB.". You can look on the Wikipedia if you like. Just google Xbox 360 Software Wikipidia and I'm sure it will show up.
