With oblivion the major thing that causes lock ups and slow downs is your hard drive so try clearing the cache on your hard drive and oblivion will probably work fine again. Also when first starting oblivion press down the (A) button until the title screen comes up. That helps clear the temporary cache that oblivion creates.
